organization out of place for Heads of Depts. and

other higher members of the service; who can have no

difficulty in resorting to a joint Memorial to the:

S. of S. when a special occasion demands it, as has often

been done in the past. The 3. of S. could not

ask the Gov. to refer matters affecting the interests

of the Service to such an organization, before making

proposals to the S. of S. As regards the present

emoluments of the Service say that S. of S. has

no objection to the appt. of a small Commission of

Enquiry, on the lines being followed in Malaya
